If you work in French, this pilot asks far less of you than Express Entry does. No CRS score, no pool, no waiting for a draw. A designated employer in a francophone community outside Quebec offers you a job, the community recommends you, and you apply to IRCC for permanent residence.
The FCIP was launched on 30 January 2025 to strengthen francophone-minority communities outside Quebec. It is employer-driven and community-endorsed, and it asks one central question: can you work in French, and will you settle where you are needed?
All six sit outside Quebec, in provinces where French is a minority language. Filter by province to see them and what each region tends to hire for.

The FCIP does not scale its requirement to your job. Everyone needs the same level, and the weakest of your four abilities is the one that counts.
The requirement, in all four abilities: listening, speaking, reading and writing. Unlike the RCIP, the FCIP does not scale its language requirement to your job’s TEER category. It is a single level for everyone.
Choose your test above for what that means in practice.
The order matters, and the employer starts the clock rather than you. Understanding that prevents a great deal of wasted effort.
An employer inside the community applies to the local economic development organisation to become designated. Only designated employers can support an FCIP candidate, so this is where a file with a willing but undesignated employer begins.
The designated employer submits your file to the community. The organisation screens the offer, your French, your experience and your intention to settle, then issues a community recommendation.
With your recommendation, job offer, French test results, educational credential assessment and proof of funds, you apply to IRCC for permanent residence directly. There is no pool and no ranking.
The FCIP uses pass-or-fail criteria. You must meet all of them, and show that you can become economically established and genuinely intend to settle in the community.
Recent graduates of a public post-secondary institution in the recommending community may be exempt from the work-experience requirement entirely, subject to conditions on the credential.
If you studied in French in one of these communities, say so at the first call. It often changes the strategy completely.
The Rural Community Immigration Pilot launched the same day and works the same way, but across fourteen communities in six provinces, with the language requirement scaled to your job’s TEER category rather than fixed at NCLC 5. Many candidates qualify for one and not the other, and some qualify for both.
We will tell you which pilot fits, or that neither does. An honest answer at the start saves months.
We test the FCIP and the RCIP side by side before recommending one. Candidates with French often have two doors open and only know about one.
Our office is in Sault Ste. Marie, an RCIP community. We see how these community recommendations are really assessed, and that insight carries across to the FCIP.
Every file is handled by a Regulated Canadian Immigration Consultant in good standing with the CICC, with authority to represent you before the Immigration and Refugee Board.
NCLC 5 or higher in all four abilities: listening, speaking, reading and writing. The lowest ability governs the file, so one weak skill blocks it. IRCC accepts TEF Canada and TCF Canada, and results must be less than two years old when you apply.
No. The FCIP is built around French. English is not the qualifying language for this pilot, though it may help you settle and work.
Yes. The FCIP is employer-driven. The offer must be full-time, indefinite and non-seasonal, from an employer the community has designated, with at least 75% of the duties performed inside the community.
It means the work itself must happen in the community. A largely remote role, or one where you travel most of the time, will not satisfy it even if the employer’s address is local. This is one of the most common reasons a file fails.
At least 1,560 hours, which is one year, of related paid work experience in the past three years. The experience must match or relate to the occupation in your job offer.
Often, yes. Graduates of a public post-secondary institution in the recommending community may be exempt from the work-experience requirement, subject to conditions on the credential.
An Educational Credential Assessment confirms that your foreign qualification is equivalent to a Canadian one. It must be less than five years old and from a designated organisation such as WES, CES, ICAS, IQAS or ICES. A missing or expired ECA gets the application returned.
In one of six communities: the Acadian Peninsula in New Brunswick, Greater Sudbury, the Timmins Region and Superior East in Ontario, St-Pierre-Jolys in Manitoba, and Kelowna in British Columbia.
The RCIP covers fourteen communities and scales its language requirement to your job’s TEER category. The FCIP covers six francophone-minority communities and fixes the requirement at NCLC 5 in French. We assess both.
No. Nothing in immigration is guaranteed, and any representative who promises approval is one to walk away from. Decisions are made by IRCC and the community, not by your consultant.
