On 16 October 2026, the Honourable Lena Metlege Diab, Minister of Immigration, Refugees and Citizenship, announced changes to the Comprehensive Ranking System. From 3 November 2026, Express Entry will award additional CRS points to candidates with eligible Canadian work experience, or a qualifying job offer, in a high wage occupation. On the same date the labour market impact assessment requirement disappears for qualifying job offers.
This is the first time since 2025 that a job offer will lift a CRS score. It will not lift everyone. The points attach to 186 occupations on a list IRCC has published, and an occupation is identified by its five digit National Occupational Classification code, not by its job title. Two roles with almost identical names can sit on opposite sides of that line.
What is changing on 3 November 2026
New points for high wage occupations. Candidates may receive additional CRS points for eligible Canadian work experience in a high wage occupation, or for a qualifying job offer in one.
The LMIA requirement is removed. An LMIA will no longer be required for a qualifying job offer to earn the new points. A temporary public policy will also exempt candidates invited on or after 3 November 2026 from LMIA requirements where a job offer is used to establish eligibility under the Federal Skilled Worker Program and the Federal Skilled Trades Program, provided they meet the conditions of that policy.
That second point is being widely overlooked. It is a separate benefit from the CRS points, and it matters to anyone whose program eligibility has been resting on an LMIA.
How the points are calculated
There are two routes, and they never combine. A candidate who qualifies under both receives whichever is worth more. The other is ignored.
Route one: Canadian work experience
Candidates with at least twelve months of eligible Canadian work experience in a high wage occupation may receive a bonus on top of the points they already earn for the duration of that experience.
| Wage level of the occupation | Bonus CRS points |
|---|---|
| At least 2 times the national median, twelve months or more | 70 |
| At least 1.5 times the national median, twelve months combined | 40 |
| At least 1.3 times the national median, twelve months combined | 20 |
Duration points remain worth up to 80 points at five years. Combined with the top bonus, Canadian work experience can therefore reach 150 points.
Eligible Canadian work experience must generally have been acquired in Canada within the previous ten years, in an occupation in TEER category 0, 1, 2 or 3. Specific provisions apply to certain physicians providing publicly funded medical services.
Route two: a qualifying job offer
| Wage level of the occupation | CRS points |
|---|---|
| At least 2 times the national median wage | 100 |
| At least 1.5 times the national median wage | 70 |
| At least 1.3 times the national median wage | 50 |
A qualifying job offer must generally be for full time, continuous work in Canada for at least one year after the candidate becomes a permanent resident. Specific requirements apply to certain occupations, including skilled trades and physicians providing publicly funded medical services.
The combined labour market integration factor is capped at 150 points for candidates without an accompanying spouse or common law partner, and 140 points for candidates with one.
What counts as a high wage occupation
An occupation is high wage when the median wage of everyone in Canada performing that job is at least 1.3 times the average median wage of the overall Canadian workforce. This is based on the typical earnings of the occupation, not on an individual candidate’s salary. A well paid person in an occupation that is not on the list earns nothing from this change.
IRCC builds the list from the Job Bank, the Labour Force Survey and the Census of Population over the previous three years. Each NOC is assigned the highest level its median wage met in any year during that window. The current list is based on data from 2023 to 2025.
The list is grouped into three levels, and the split is uneven.
| Level | Occupations | Share of the list | Job offer points | Experience bonus |
|---|---|---|---|---|
| At least 2 times the median | 31 | 17 percent | 100 | 70 |
| At least 1.5 times the median | 89 | 48 percent | 70 | 40 |
| At least 1.3 times the median | 66 | 35 percent | 50 | 20 |
Almost half the list sits in the middle tier, which is where most nurses, engineers and teachers land.
One protection is worth knowing. If the list changes after an invitation to apply has been issued, IRCC will keep using the level that applied on the date of that invitation. That holds even if the occupation moves level, is removed, or is added.
The part that is being misreported
The announcement referred to jobs such as engineers and electricians. Read that carefully against the list.
| Occupation | NOC | Status |
|---|---|---|
| Nurse practitioners | 31302 | 2 times the median |
| Registered nurses and registered psychiatric nurses | 31301 | 1.5 times the median |
| Software engineers and designers | 21231 | 1.5 times the median |
| Civil engineers | 21300 | 1.5 times the median |
| Secondary school teachers | 41220 | 1.5 times the median |
| Industrial electricians | 72201 | 1.3 times the median |
| Electricians, except industrial and power system | 72200 | Not on the list |
| Plumbers | 72300 | Not on the list |
| Welders | 72106 | Not on the list |
| Carpenters | 72310 | Not on the list |
| Nurse aides, orderlies and patient service associates | 33102 | Not on the list |
| Administrative assistants | 13110 | Not on the list |
Industrial electricians qualify. Construction electricians do not. Nor do plumbers, welders or carpenters. Nor do nurse aides, administrative assistants, retail or food service roles. If your occupation is not on the list, nothing about your score changes on 3 November.
Find your five digit NOC before you draw any conclusion from a headline.
No LMIA does not mean no scrutiny
Removing the LMIA removes a document, not the assessment. An officer must still determine that a qualifying job offer is genuine, including whether:
- the employer is actively engaged in the business for which the offer is being made
- the offer reflects the employer’s reasonable employment needs
- the employer can reasonably meet the terms of the offer
- the candidate is qualified and able to perform the work, and is likely to accept and carry out the employment
- the employer has complied with applicable federal and provincial employment and recruitment laws
A job offer that is revoked will no longer qualify. IRCC has also noted that limiting job offer points to high wage occupations supports verification, because many of these occupations require specialised skills, experience or qualifications that can be assessed as part of the application.
Be extremely careful of anyone offering to sell you a job offer. Paying for one is unlawful and produces misrepresentation findings that follow you for years.
What to do before 3 November
Work experience points are automatic. Candidates already in the Express Entry pool will have their CRS scores recalculated under the new points system, including points for eligible Canadian work experience. You do not need to do anything for these.
Job offer points are not automatic. Candidates who wish to receive points for a qualifying job offer must update their profiles with the required information before 3 November. If the details are not in your profile, the points will not be applied to you.
Expect a pause. The recalculation process may take up to two weeks, and invitation rounds will be paused while it runs.
Expect cut off scores to move. Everyone in a given occupation gains at the same moment. Receiving additional points does not guarantee an invitation, and invitations will continue to depend on the requirements and the CRS cut off for each round.
What this does not change
Program eligibility still has to be met in full. Language, education, work experience and settlement funds requirements are untouched. Category based rounds continue to operate alongside general rounds. A provincial nomination is still worth 600 points, and for many candidates whose occupation is not on the high wage list, a provincial route remains the more realistic plan.
IRCC has not yet republished the full CRS criteria tables, so the documented overall maximum remains 1,200 until that is updated.
How we can help
If you want to know what your score becomes on 3 November, you can run it yourself on our free CRS calculator. From that date it lets you pick your occupation from the full list and works out the tier for you, so you do not have to interpret the wage rules yourself.
If you would rather have someone read the whole file, book a consultation. We will tell you whether your occupation qualifies, whether your job offer meets the genuineness requirements, and what the change does and does not do for your position.
