Open on a rolling basis. There are no fixed intake windows.

Designation and recommendation applications are accepted on an ongoing basis. Draws are monthly: everything processed by the last day of the month enters the pool and the highest scorers are assessed.

Priority sectors for 2026

Changes this year. From 1 August 2026, occupations inside a priority sector but off the priority list may qualify for a case-by-case exemption, but only to retain a candidate already in the same role and location for six months or more, and only at TEER 0 to 3.

The occupation list, and its traps

Thunder Bay publishes 25 priority occupations. Being on that list is necessary but not sufficient, and the detail below is where most self-prepared applications come apart.

NOC 64100 Retail Salespersons reached its cap of 24 in June 2026 and is CLOSED for the rest of the year. NOC 73300 Transport Truck Drivers is restricted to short-haul local drivers and requires six months of electronic logbooks. NOC 63200 Cooks is limited to dine-in and full-service restaurants and hotels.

  • Gas stations
  • Convenience stores
  • Fast-food establishments
  • Counter-service restaurants
  • Consulates, staffing agencies and representative-owned businesses
  • Candidates on maintained status without four months left on a work permit

Processing

IRCC is taking roughly three to four months to issue an Acknowledgement of Receipt. Recommendation certificates are valid six months and cannot be renewed.

Worth knowing

Around 85 businesses designated in 2025 are listed as designated but excluded from the 2026 programme because of the new exclusions on fast food, convenience and fuel retail. Being on the designated list does not mean an employer can still support an application this year.
