Open on a rolling basis. There are no fixed intake windows.
Designation and recommendation applications are accepted on an ongoing basis. Draws are monthly: everything processed by the last day of the month enters the pool and the highest scorers are assessed.

The occupation list, and its traps
Thunder Bay publishes 25 priority occupations. Being on that list is necessary but not sufficient, and the detail below is where most self-prepared applications come apart.
The full list, with the codes and any wage requirements, is published by the community: see the official occupation list. We do not reproduce it here, because it changes mid-year and a stale copy is worse than no copy.
Caps and limits
- NOC 64100 Retail Salespersons: 24 for 2026, reached and closed
- NOC 64410 Security Guards: 24 for 2026
- Several occupations limited to 1 or 2 per employer depending on headcount
- Community allocation for 2026 is not published
Who cannot use this programme
- Gas stations
- Convenience stores
- Fast-food establishments
- Counter-service restaurants
- Consulates, staffing agencies and representative-owned businesses
- Candidates on maintained status without four months left on a work permit

Processing
IRCC is taking roughly three to four months to issue an Acknowledgement of Receipt. Recommendation certificates are valid six months and cannot be renewed.
Worth knowing
Around 85 businesses designated in 2025 are listed as designated but excluded from the 2026 programme because of the new exclusions on fast food, convenience and fuel retail. Being on the designated list does not mean an employer can still support an application this year.
