All 14 RCIP Communities in October 2026: Who Is Open, Who Is Closed, and What the Scores Actually Are

The Rural Community Immigration Pilot is the most misunderstood permanent residence route in Canada right now. Not because the rules are complicated, but because almost every guide written about it is months out of date, and in this programme a month is the difference between an open portal and a closed year.

We checked all 14 community websites directly. The positions below are as at 21 October 2026. Three communities are shut for the year. Six have a date in November. One closed a surprise second intake yesterday at noon. And one community is quietly deciding its 2027 priority occupations in a survey that closes in six days.

If you want the programme explained from the beginning, start with our RCIP overview. This article is the current state of play.

One distinction decides everything here. Employer designation open is not the same as candidate intake open. Thunder Bay is still accepting employer designation applications under its 2026 criteria while its candidate portal has been shut since noon on 15 October. People read the banner, assume they can apply, and lose a year.

Open right now

Only two communities take candidate applications on any given day without a window.

Altona and Rhineland in Manitoba runs year round with no windows, no draw calendar and no published closing date. Recommendations go first come, first served, and candidates apply to posted jobs through a candidate profile.

Brandon operates the same way against its 2026 sector list, with employer designation open on a rolling basis.

North Bay and Area is active but has stopped publishing intake dates on its public pages. Its most recent statistics post recorded 157 community recommendations in 2026 with 98 allocations remaining, and a stated intention to use them before year end. Confirm dates with the office rather than trusting any third party calendar, including ours.

The November run

Six windows open in November. For three of those communities it is the last window of the year.

WindowCommunityWhat to watch
1 to 15 NovPictou CountyMonthly cadence. The priority occupation list changed at the August intake.
Opens 2 NovSteinbachCloses at 7 applications or on the 15th, whichever comes first. Up to 5 recommendations per window.
2 to 6 NovGreater SudburyReported final 2026 intake. The designation deadline has passed, so no new employers can join it.
1 to 17 NovClaresholmLast window of the year. Three allocations a month, awarded by score.
8 to 15 NovNorth Okanagan ShuswapIntake Five. Committee meets 7 December.
16 to 20 NovMoose JawFinal window of 2026, 8am to 4pm Central.

Timmins closed its 13 to 16 October window and has published no further RCIP date. Its Francophone counterpart runs a separate portal, which we cover on our FCIP page.

Three communities are shut, and that is not the same as cancelled

Sault Ste. Marie ran its August portal from 17 to 23 August and confirmed it as the final intake of 2026. No 2027 dates, sectors or allocations have been announced.

Thunder Bay closed its candidate portal at 12 noon Eastern on 15 October. Remaining 2026 recommendation certificates go out in November. In 2026 it issued 338 recommendation certificates and has over 500 designated employers.

West Kootenay treated September as its final intake and has also closed employer designation to new applications. Its next intake is 2027, with dates, priorities, criteria and allocation all undetermined.

A closed year is the cheapest time to fix a file. Language results, reference letters and proof of status take weeks, not days. If a community you want reopens in February and you start preparing in February, you have already missed it.

Eligible and competitive stopped meaning the same thing

Several communities rank candidates against a scoring grid and recommend only the highest. Where they publish the numbers, the bar has climbed all year.

CommunityPublished figureWhat it tells you
Thunder BayHighest score recommended 116, average 89.34The spread between a winning file and an average one is wide.
North Okanagan ShuswapCut offs of 91, then 93, then 94Three scored intakes, three increases. The bar moves against you while you wait.
West KootenayJune lowest approved 91, September review threshold 93Same upward drift inside a single year.
TimminsPublished minimum of 79 to be considered at allIntroduced because of significant programme demand. Below it, your file is not read.

The volume behind those numbers is the real story. West Kootenay received 259 new applications in its September intake and carried 108 forward from June, so 367 files competed in one round. In June it received 281, assessed roughly 120, and approved 70.

That is the arithmetic nobody mentions when they tell you a community is open. Open means your application will be accepted. It does not mean it will be read.

The quiet rule change sweeping the pilot

Five of the fourteen tightened on immigration status during 2026. This is now the first filter, applied before anyone looks at your score.

CommunityThe rule
Greater SudburyEffective immediately, maintained status alone is not enough. Employers must document that the candidate remains authorised to work.
Thunder BayNo maintained status accepted. The work permit must have at least four months remaining when the file reaches the commission.
West KootenayApplicants on maintained status may be subject to additional review.
Moose JawVisitor status and maintained visitor status are not eligible. Employers must also hold a Saskatchewan certificate of registration.
SteinbachVisitor visa holders and anyone without valid status cannot receive a recommendation.

Letting a permit lapse is now the fastest way to lose a rural pathway, whatever your score would have been. If your permit is thin, read our guidance on work permits and on keeping status while a permanent residence application is in progress before you do anything else.

Occupation caps bite inside the year

Being on a priority list in January does not mean there is room in November. Several communities cap recommendations per occupation.

Steinbach allows one recommendation per NOC code per month and two per calendar year, and has already exhausted NOC 14200 accounting and related clerks and NOC 42202 early childhood educators and assistants. Moose Jaw has reached its 2026 maximum for NOC 63200 cooks and NOC 62010 retail supervisors. Claresholm caps the entire Sales and Service industry at six allocations for the year.

Timmins took a different route. It cancelled all previously scheduled intakes in July, capped each designated employer at four applications per intake, removed the overall application limit, and set the minimum score of 79.

2027 is being decided right now

How RCIP actually works

The single most common misunderstanding is that a candidate applies to a community. You do not. The employer does.

StepWho acts
1. The community sets its priority sectors and occupations for the yearThe economic development body
2. Employers in those sectors apply to become designatedThe employer
3. A designated employer makes a qualifying job offer and submits for a community recommendation within an intake windowThe employer, on your behalf
4. With a recommendation, the candidate applies to IRCC for permanent residenceYou

Federal requirements sit underneath all of this: qualifying work experience, language at the level set for the job offer TEER, education, settlement funds and an intention to live in the community. The graduate exception that waives work experience applies only where the community has a post secondary institution, which is why Claresholm states plainly that it does not apply there.

Who this route actually suits

RCIP rewards a profile that Express Entry often does not. If your CRS score sits below the general cut off but you have a real job offer in a smaller community, this is frequently the stronger route. We set out that comparison in Canada PR with a low CRS score.

It suits you less well if you have no connection to any of the fourteen regions, no offer, and a preference for a large city. In that case Express Entry or a provincial nominee programme is usually the better conversation. Students should read how programme and location choice shapes the whole timeline on our Study in Canada and post graduation work permit pages.

Common questions

Can I apply to RCIP myself?

No. Only a designated employer can submit for a community recommendation, and only during an intake window. Any service offering to submit your RCIP application directly is describing something that does not exist.

Does a community recommendation guarantee permanent residence?

No. It is a required document for the federal application. IRCC decides the application separately, on admissibility, eligibility and documentation.

Can I apply to more than one community?

Only through an employer in each, and each community has its own sector list, scoring grid and calendar. In practice the job offer decides the community, not the other way round.

My occupation was on a priority list earlier this year. Is it still?

Check again. Pictou County changed its list mid year, and Thunder Bay has warned its 2026 codes may not survive into 2027. A priority list is a snapshot, not a promise.

Is a bigger community easier?

Usually the opposite. The communities with the most applications publish the highest cut off scores.

The honest summary

RCIP is a genuine permanent residence route and it is doing real work. Thunder Bay alone issued 338 recommendations in 2026, North Bay 157, Peace Liard 56 from a single intake. But it runs on fourteen separate calendars, fourteen priority lists and several scoring grids that move upward through the year.

The work is not finding a community. It is being ready before the window opens, in a community where your occupation still has room, with status that will not disqualify you on sight.
